Kappa Iota Iota Chapter has been blessed in many ways with strong leadership and an active body that over the years has earned numerous recognitions and awards at all levels.  From concept to fruition, the success of the chapter would not have been posible were it not for the actions of Brother Fred Riley who with fellow brothers, and a template of Theta Rho International Chapter as a guide, envisioned, founded and chartered Kappa Iota Iota Chapter in December, 1991.   Brother Riley is the son of Lucinda and the late Paige Riley of Onancock, Virginia, located on the Virginia Eastern Shore.  He was a 1976 graduate of Onancock High School where he started on both the basketball and football teams respectively.  Brother Riley enlisted in the Army four days after graduation from High School, received his BA Degree in Sociology and Criminology and subsequently earned an Army ROTC commission in 1984 from Hampton University.  Brother Riley went on to earn a Master of Arts Degree in Management and a Master of Arts Degree in Human Resource Management from Webster University in Saint Louis, Missouri.   He served for over twenty-two years in military uniform and retired at the Field Grade rank of Major in 1998.   Upon retirement, he went on to serve as Assistant Director and Employment Director for Drug Rehab programs administered in the city of Washington D.C.  In 2001, Brother Riley accepted a position as Executive Administrator for the Undersecretary of the Air Force and Director of the National Reconnaissance Office respectively.  He retired from his government civil service job in the Air Force in 2003 due to kidney failure, which caused him to receive dialysis three times a week for four hours a day in Hampton, VA.  In spite of the challenges he faced with illness, Bro Riley has remained faithful, enthusiastic, and best of all, always optimistic.  In September of 2006, we were pleased to receive news of his successful kidney transplant at the Veterans Hospital in Pittsburgh, PA.   Brother Riley is one of the most active men in the chapter and along with his work in Kappa Iota Iota Chapter; his organizational affiliations include service as a Prince Hall Mason of LTC Nathanial Adams Military Lodge #29, Shiner-Mecca Temple #10 and 33rd Degree (Highest Degree in Masonry) at Jonathan Davis Consistory #1.  Among his most prestigious military awards, Brother Riley has earned a Legion of Merit, Meritorious Service Medal, Superior Unit Award and Expert Marksman Badge.  His highest government civilian award is the United States Intelligence Community Award.   Brother Riley continues to serve faithfully as a brother of Kappa Iota Iota Chapter as it’s immediate past Basileus.  He has as well earned a reputation as one of Hampton Roads’ finest citizens as evidenced by his amazing work as the Chairman of the Tidewater Area National Kidney Foundation Walk 2009.  Brother Riley resides in the Hampton Roads area.
